1. Analogous to the clear realization that only the armed uprising can free the proletariat from bondage, and that on the other hand reaction will also force the proletariat to fight, the revolutionary proletariat sees itself compelled to create an organization with the help of which it is able to take up the fight as a fully-fledged fighting force at the given hour. For this purpose, the individual districts form so-called departments of the KO, in which all comrades capable of taking up arms are to be included if possible.
2. These departments are divided into companies, platoons, groups, etc., depending on the number of members. The organizational management of the above-mentioned departments is in the hands of a chairman elected from among the comrades.
3. The main focus must be on the discipline of the comrades; on the other hand, confidentiality is an absolute requirement in the case of illegal work, as the existence or non-existence of the entire organization depends on it. The following paragraphs have been issued for this purpose, which are to be presented to the individual members, precisely detailed and to which they are to be committed. The execution of illegal work (procurement of weapons) is subject to the following provisions: It is prohibited:
1. Any unnecessary talk about actions and incidents within the organization.
2. Talking about illegal work outside the meetings, among oneself or to others.
3. Violations of the above two points will result in ruthless punishment.
4. All orders and instructions issued by the management must be strictly enforced.
5. Each department shall form a departmental court consisting of 3 comrades as judges and one comrade as defense counsel.
6. All offenses of a minor nature shall be tried before this departmental court.
7. More serious offenses such as treason and the like shall be tried by the tribunal of the district concerned.
8. Resignation from the department is only possible under special circumstances (illness, misfortune, etc.), but these resignations are subject to special examination by the management. Leave of absence may be granted, but only under special circumstances.
The following tasks arise for the revolutionary fighters from this situation. Every man must be informed about the political situation and prepared for the struggle. Preparedness is to be understood as follows: the organization of the communication and liaison service between departments and groups, the control of weapons, and the securing of weapon stockpiles.
It must be prevented by all means that weapon stockpiles fall into the hands of the reactionaries, even if it requires armed resistance. Under the pretext of handing over these weapons as part of the Spa conditions, searches are being conducted for weapons of our Red Army. In the Ruhr region, several stockpiles have unexpectedly been uncovered in this way. It must be assumed that our weapon caches are known through informants, making reinforced security necessary, along with a firm resolve from the outset to defend the collection point with weapons in hand. The opposing side has no interest in direct combat actions, as this could easily unleash a solidarity action among the working class.
The securing of these weapon caches must be carried out in close agreement with the local party organization. The party must, through the KO or otherwise, begin preparing a political situation now. The unleashing of a general strike is facilitated by portraying the search for weapons among the working class as intended for the political army, with corresponding slogans politically developed.
To support this task, an intelligence service must be established that immediately informs the leadership of all movements of weapons and ammunition, which they must then relay to us. It is part of our tasks to disrupt these ammunition and weapon transports by all means of sabotage if it is not possible to bring the transports directly into our hands.
In particular, the economic districts where key central transport and railway hubs are located are called upon to immediately begin organizing the sabotage of transports to Poland.
The Reich leadership must be promptly informed of what has happened in this regard, so that a purposeful, unified organization can be implemented across the entire Reich in the shortest possible time. The Reich leadership expects every member of the combat troop to now infuse the local party organization with the fighting spirit of our organization, so that the party becomes strong enough to politically take over and sustain the leadership of the coming struggles. It is absolutely necessary that the leaders of the illegal organization in each district send a weekly report to the Reich leadership about the situation in the district, the strength of the enemy, and any movements of the same, as well as of weapons and ammunition, so that the leadership is able to inform all districts about the overall situation in the Reich.

The Intendantur
The Intendantur is a centralized structure for the purpose of pay, clothing, provisioning, and accommodation of the Red Army. It is composed as follows:

The Processing Office (Accounting Office)
a) The Intendantur leaders work in constant coordination with the supreme leadership; their orders are passed through the command posts to the information office.
b) The mobile information office handles all incoming inquiries regarding money, food, clothing, and military materials, registers the inventory with brief explanations or sketches, and keeps everything separately organized by department for ongoing review. The information office issues continuous orders to the department heads and receives their reports.
c) The department heads must remain in constant contact with the departmental leader. They maintain the lists of the KO of the respective department, numbered only (not by name), e.g. South Dept., 1st Company, 2nd Platoon No. 76), which are submitted to the processing office, which then determines the pay, etc. The department heads, along with their respective military orderlies, work on the instructions of the mobile information office.
d) The processing office manages hiring and dismissal or local de-registration of the Red Army. It is also responsible for the survivors' registry, clothing, courier funds, etc. The processing office provides illegal quarters and papers. Maintaining the unnumbered lists of the Red Army (according to the plan) for statistical purposes is the primary task of the processing office.
The Intendantur departments operate according to the work plan, which is issued departmentally by the Intendantur leaders.
